The wet side
Western Oregon is damp for most of the year. Not dramatic rainfall — persistent rainfall, from October into June, which keeps a car wet almost continuously.
Cast iron rusts whenever it is wet, and a brake rotor is cast iron. On a car driven hard the pad sweeps it clean and it never matters. On a car doing short journeys in permanent damp, the brakes never get hot enough for long enough to drive the moisture out, and the result is:
- Rotor faces pitted and scaled while still well above minimum thickness.
- Caliper slide pins seized with emulsified grease and water past the boots, on cars that have never seen a grain of road salt.
- Corrosion between the rotor hat and the hub, which causes runout and is felt as a pulsation.
The coast adds salt-laden air on top, which attacks aluminium, connectors and brake hardware from the outside in — a different mechanism from road salt and just as effective.
The dry side
East of the Cascades is high desert: hot dry summers, cold clear winters, dust, and long distances between towns.
That ages a car through ultraviolet and heat rather than through moisture. Rubber bushings harden and crack rather than rusting away. Plastic cooling components go brittle. Headlight lenses haze. Batteries die from summer heat and reveal it in January.
Dust loads air filters faster than any interval anticipates, and the distances mean a marginal part is a tow rather than an inconvenience.
A Portland car and a Bend car of the same age and mileage have almost nothing wrong with them in common.
The grades
The Cascades and the Coast Range both produce sustained climbs and descents, and the routes between the valley and the coast corner continuously as well.
A long descent is continuous heat into the brakes with no interval to shed it: pad fade, then boiling fluid, then a pulsation from uneven rotor cooling. Brake fluid absorbs water over years regardless of mileage — and on the wet side it has had every opportunity.
Continuous cornering loads outer constant-velocity joints, tie rod ends and the steering rack far more than straight-line distance does. The tell is a rhythmic click on full lock at low speed.
Testing, in the metro areas
Emissions testing applies in the Portland metropolitan area and the Rogue Valley rather than statewide, with the requirement depending on vehicle age and registration location. There is no periodic safety inspection anywhere in the state.
Where the test applies, it reads the OBD-II system on anything from 1996 onward. A lit check engine light fails it whatever the car is doing, and so does a set of readiness monitors that has not completed after somebody cleared a code — which on a car of short damp-weather journeys can take a long time to set again.
Everything else about the car — brakes, suspension, tyres, lights — is checked by nobody. Once a year with the wheels off is the substitute, and on the wet side the brake hardware is where to start.
